近年來,中國兵器(qi)工業(ye)集(ji)團(tuan)(tuan)北方華錦(jin)化學工業(ye)集(ji)團(tuan)(tuan)有(you)限公司(以(yi)下簡(jian)稱華錦(jin)集(ji)團(tuan)(tuan))深入(ru)貫徹(che)落(luo)實習近平總書記關于深化東北地區國有(you)企業(ye)改(gai)(gai)革的重要指示(shi)批示(shi)精神,以(yi)企業(ye)動(dong)能再造為著力(li)點(dian),將改(gai)(gai)革創新舉措向縱深推進(jin),不斷(duan)激發(fa)企業(ye)活力(li)動(dong)力(li),2015-2019年,累計實現(xian)銷售收入(ru)1726億元、利稅(shui)合計280億元,體現(xian)了國有(you)骨干企業(ye)的責任(ren)和(he)擔(dan)當。 一、聚焦化工主責主業,打造企業核心競爭力 一(yi)是(shi)以(yi)科(ke)技創(chuang)(chuang)新促(cu)產(chan)(chan)(chan)(chan)(chan)品(pin)(pin)(pin)(pin)結構(gou)調整。石化(hua)(hua)(hua)(hua)板(ban)(ban)塊堅(jian)持產(chan)(chan)(chan)(chan)(chan)品(pin)(pin)(pin)(pin)高(gao)端化(hua)(hua)(hua)(hua)發(fa)(fa)展,聚烯烴產(chan)(chan)(chan)(chan)(chan)品(pin)(pin)(pin)(pin)先后開(kai)(kai)發(fa)(fa)30多個新牌號(hao),高(gao)附加(jia)值產(chan)(chan)(chan)(chan)(chan)品(pin)(pin)(pin)(pin)銷售比例由“十二(er)五(wu)(wu)”末的44%提高(gao)到60%以(yi)上(shang);化(hua)(hua)(hua)(hua)肥板(ban)(ban)塊推(tui)(tui)進產(chan)(chan)(chan)(chan)(chan)品(pin)(pin)(pin)(pin)差(cha)異化(hua)(hua)(hua)(hua)升級,打(da)破(po)只有(you)普通尿素(su)(su)單一(yi)產(chan)(chan)(chan)(chan)(chan)品(pin)(pin)(pin)(pin)格局(ju),先后完成(cheng)(cheng)大顆粒尿素(su)(su)、車用尿素(su)(su)、新型穩(wen)定性尿素(su)(su)配方等(deng)研(yan)發(fa)(fa)和(he)(he)產(chan)(chan)(chan)(chan)(chan)業化(hua)(hua)(hua)(hua)項(xiang)目;瀝青板(ban)(ban)塊拓展延伸下游產(chan)(chan)(chan)(chan)(chan)業鏈,2017年(nian)(nian)(nian)(nian),建(jian)(jian)(jian)成(cheng)(cheng)30萬噸(dun)/年(nian)(nian)(nian)(nian)環烷基(ji)餾分油(you)加(jia)氫裝置,形(xing)成(cheng)(cheng)90萬噸(dun)/年(nian)(nian)(nian)(nian)潤滑(hua)油(you)基(ji)礎(chu)油(you)生(sheng)產(chan)(chan)(chan)(chan)(chan)能(neng)力(li)(li),2018年(nian)(nian)(nian)(nian),建(jian)(jian)(jian)成(cheng)(cheng)5萬噸(dun)/年(nian)(nian)(nian)(nian)成(cheng)(cheng)品(pin)(pin)(pin)(pin)潤滑(hua)油(you)調和(he)(he)項(xiang)目。二(er)是(shi)以(yi)降本增(zeng)(zeng)效促(cu)運營(ying)(ying)質量(liang)改善(shan)。堅(jian)持從細節(jie)管(guan)理(li)做起,不斷挑戰(zhan)成(cheng)(cheng)本極限。2015年(nian)(nian)(nian)(nian),圍(wei)繞生(sheng)產(chan)(chan)(chan)(chan)(chan)運行(xing)、物資采購、費用控制等(deng)制定354項(xiang)精益管(guan)理(li)措(cuo)(cuo)施,堅(jian)持對(dui)各(ge)項(xiang)措(cuo)(cuo)施進行(xing)固(gu)化(hua)(hua)(hua)(hua)、補充(chong)和(he)(he)持續改進,為企業扭虧增(zeng)(zeng)盈提供堅(jian)實(shi)基(ji)礎(chu);2018年(nian)(nian)(nian)(nian),根據對(dui)國際油(you)價(jia)走勢和(he)(he)產(chan)(chan)(chan)(chan)(chan)品(pin)(pin)(pin)(pin)價(jia)格變(bian)化(hua)(hua)(hua)(hua)的預判,在預算(suan)基(ji)礎(chu)上(shang)細化(hua)(hua)(hua)(hua)149項(xiang)降本措(cuo)(cuo)施,全年(nian)(nian)(nian)(nian)增(zeng)(zeng)效6.16億元;2019年(nian)(nian)(nian)(nian),實(shi)行(xing)197項(xiang)挖潛增(zeng)(zeng)效措(cuo)(cuo)施及131項(xiang)“過緊(jin)日子(zi)、降本節(jie)支(zhi)”措(cuo)(cuo)施,實(shi)現增(zeng)(zeng)效6.64億元。三是(shi)以(yi)營(ying)(ying)銷模式創(chuang)(chuang)新促(cu)市(shi)場開(kai)(kai)拓。堅(jian)持市(shi)場導(dao)向,強化(hua)(hua)(hua)(hua)營(ying)(ying)銷體系和(he)(he)能(neng)力(li)(li)建(jian)(jian)(jian)設。優(you)化(hua)(hua)(hua)(hua)營(ying)(ying)銷組(zu)織體系,整合(he)原有(you)營(ying)(ying)銷機構(gou)和(he)(he)資源,成(cheng)(cheng)立華錦(jin)營(ying)(ying)銷中心,實(shi)現專業化(hua)(hua)(hua)(hua)、集(ji)約化(hua)(hua)(hua)(hua)管(guan)理(li);創(chuang)(chuang)新渠(qu)(qu)道(dao)(dao)開(kai)(kai)發(fa)(fa)模式,推(tui)(tui)行(xing)客戶經理(li)負責制并建(jian)(jian)(jian)立渠(qu)(qu)道(dao)(dao)開(kai)(kai)發(fa)(fa)與(yu)產(chan)(chan)(chan)(chan)(chan)品(pin)(pin)(pin)(pin)創(chuang)(chuang)效掛鉤(gou)的激(ji)勵機制,打(da)造“N+X”客戶開(kai)(kai)發(fa)(fa)與(yu)渠(qu)(qu)道(dao)(dao)管(guan)理(li)模式;緊(jin)密對(dui)接(jie)終端需求,建(jian)(jian)(jian)成(cheng)(cheng)首座加(jia)油(you)站,進入油(you)品(pin)(pin)(pin)(pin)零售市(shi)場,油(you)品(pin)(pin)(pin)(pin)自銷比例達(da)(da)到80%以(yi)上(shang),聚烯烴大客戶直供率達(da)(da)到64%,建(jian)(jian)(jian)成(cheng)(cheng)華錦(jin)電商平(ping)臺,網上(shang)競(jing)價(jia)銷售實(shi)現所(suo)有(you)產(chan)(chan)(chan)(chan)(chan)品(pin)(pin)(pin)(pin)種類全覆蓋。五(wu)(wu)年(nian)(nian)(nian)(nian)來(lai),主營(ying)(ying)業務板(ban)(ban)塊運行(xing)平(ping)穩(wen),華錦(jin)品(pin)(pin)(pin)(pin)牌得到了市(shi)場普遍認(ren)可。 二、嚴守任務時間節點,扎實完成專項改革任務 一(yi)(yi)是(shi)處僵治困取得實(shi)(shi)(shi)效。2016年(nian),所(suo)屬錦(jin)天化(hua)公(gong)(gong)(gong)(gong)(gong)司(si)(si)(si)(si)(si)(si)、熱電公(gong)(gong)(gong)(gong)(gong)司(si)(si)(si)(si)(si)(si)被(bei)列入特(te)困企(qi)業(ye)治理名單(dan)(dan)(dan)。圍(wei)繞三年(nian)扭虧目(mu)標(biao),堅持(chi)因企(qi)施(shi)策(ce),突破難點(dian)、降(jiang)本增(zeng)效、用足(zu)政(zheng)策(ce),2018年(nian),錦(jin)天化(hua)公(gong)(gong)(gong)(gong)(gong)司(si)(si)(si)(si)(si)(si)、熱電公(gong)(gong)(gong)(gong)(gong)司(si)(si)(si)(si)(si)(si)2家(jia)特(te)困企(qi)業(ye)分(fen)(fen)(fen)別實(shi)(shi)(shi)現(xian)盈(ying)利(li)(li);通(tong)過(guo)內(nei)(nei)部退(tui)養、協議解除(chu)勞動關系(xi)等多種方(fang)(fang)(fang)(fang)式,妥(tuo)善分(fen)(fen)(fen)流安(an)置(zhi)職工,完(wan)(wan)成(cheng)(cheng)特(te)困企(qi)業(ye)治理目(mu)標(biao)。二是(shi)脫困攻堅進(jin)(jin)展(zhan)順利(li)(li)。2019年(nian),所(suo)屬遼寧(ning)北(bei)(bei)化(hua)公(gong)(gong)(gong)(gong)(gong)司(si)(si)(si)(si)(si)(si)、錦(jin)禾公(gong)(gong)(gong)(gong)(gong)司(si)(si)(si)(si)(si)(si)被(bei)列入駐東(dong)北(bei)(bei)地區(qu)困難企(qi)業(ye)名單(dan)(dan)(dan)。組織企(qi)業(ye)制(zhi)定方(fang)(fang)(fang)(fang)案,落(luo)實(shi)(shi)(shi)責任、完(wan)(wan)善措施(shi)、加強督導(dao)(dao),2019年(nian)底(di),遼寧(ning)北(bei)(bei)化(hua)公(gong)(gong)(gong)(gong)(gong)司(si)(si)(si)(si)(si)(si)率先扭虧為盈(ying);2020年(nian)1-8月份,遼寧(ning)北(bei)(bei)化(hua)公(gong)(gong)(gong)(gong)(gong)司(si)(si)(si)(si)(si)(si)、錦(jin)禾公(gong)(gong)(gong)(gong)(gong)司(si)(si)(si)(si)(si)(si)實(shi)(shi)(shi)現(xian)盈(ying)利(li)(li)。三是(shi)壓減任務按(an)期完(wan)(wan)成(cheng)(cheng)。到2019年(nian)底(di),共壓減內(nei)(nei)蒙古(gu)北(bei)(bei)方(fang)(fang)(fang)(fang)能源、盤錦(jin)華(hua)(hua)錦(jin)園區(qu)管理公(gong)(gong)(gong)(gong)(gong)司(si)(si)(si)(si)(si)(si)、內(nei)(nei)蒙古(gu)華(hua)(hua)錦(jin)化(hua)工和(he)盤錦(jin)北(bei)(bei)方(fang)(fang)(fang)(fang)華(hua)(hua)錦(jin)國際貨運代理4家(jia)法人(ren)單(dan)(dan)(dan)位;通(tong)過(guo)掛牌(pai)轉讓的(de)方(fang)(fang)(fang)(fang)式,退(tui)出(chu)內(nei)(nei)蒙天澤供水(shui)公(gong)(gong)(gong)(gong)(gong)司(si)(si)(si)(si)(si)(si)。四(si)是(shi)輔業(ye)改(gai)制(zhi)圓滿完(wan)(wan)成(cheng)(cheng)。堅持(chi)問題導(dao)(dao)向(xiang)、目(mu)標(biao)導(dao)(dao)向(xiang),制(zhi)定改(gai)革方(fang)(fang)(fang)(fang)案,以存量吸引增(zeng)量,堅持(chi)一(yi)(yi)企(qi)一(yi)(yi)策(ce),成(cheng)(cheng)熟(shu)一(yi)(yi)個(ge)實(shi)(shi)(shi)施(shi)一(yi)(yi)個(ge)。規(gui)劃(hua)設計公(gong)(gong)(gong)(gong)(gong)司(si)(si)(si)(si)(si)(si)引入新股(gu)東(dong)開(kai)展(zhan)合資(zi)(zi)(zi)合作,并(bing)順利(li)(li)完(wan)(wan)成(cheng)(cheng)整體搬遷;進(jin)(jin)出(chu)口公(gong)(gong)(gong)(gong)(gong)司(si)(si)(si)(si)(si)(si)開(kai)展(zhan)擴大經營自(zi)主權改(gai)革,實(shi)(shi)(shi)行工資(zi)(zi)(zi)總額與經營業(ye)績掛鉤(gou);華(hua)(hua)錦(jin)賓館、工程分(fen)(fen)(fen)公(gong)(gong)(gong)(gong)(gong)司(si)(si)(si)(si)(si)(si)、塑料(liao)分(fen)(fen)(fen)公(gong)(gong)(gong)(gong)(gong)司(si)(si)(si)(si)(si)(si)分(fen)(fen)(fen)別引入新股(gu)東(dong)組建成(cheng)(cheng)立(li)合資(zi)(zi)(zi)公(gong)(gong)(gong)(gong)(gong)司(si)(si)(si)(si)(si)(si)。改(gai)革后的(de)企(qi)業(ye)引入市(shi)場(chang)化(hua)競爭機制(zhi),不再依靠集團輸血(xue),由過(guo)去的(de)“等、靠、要”變為主動走出(chu)去開(kai)拓市(shi)場(chang),創效積極性明顯提高,經營效益(yi)顯著提升(sheng)。 三、積極推進減負瘦身,加速解決歷史遺留問題 一(yi)是全(quan)面剝離企(qi)業(ye)(ye)辦(ban)(ban)社(she)(she)會(hui)職(zhi)能(neng)。搶抓國(guo)家(jia)政策(ce)機遇(yu),因勢而謀、乘勢而上,加快剝離企(qi)業(ye)(ye)辦(ban)(ban)社(she)(she)會(hui)職(zhi)能(neng),減輕了企(qi)業(ye)(ye)負擔。2013年,完成職(zhi)工醫院的(de)整(zheng)體剝離;2015年,完成企(qi)業(ye)(ye)所屬通訊公(gong)(gong)司(si)(si)的(de)分離移交(jiao);2014年,完成職(zhi)工住宅供(gong)暖業(ye)(ye)務(wu)的(de)分離移交(jiao),2016年,采取政策(ce)導入、全(quan)面對(dui)接、實質(zhi)推(tui)進的(de)“三(san)步走”策(ce)略,抓矛盾(dun)線、攻關(guan)鍵點,簽訂了供(gong)水、供(gong)電和物業(ye)(ye)移交(jiao)協議,2017年底,移交(jiao)工作全(quan)面完成,提前一(yi)年完成目(mu)標任務(wu);2020年,與地方政府簽訂退(tui)休人(ren)員(yuan)(yuan)社(she)(she)會(hui)化(hua)管(guan)理(li)移交(jiao)工作協議,退(tui)休人(ren)員(yuan)(yuan)全(quan)部實現(xian)社(she)(she)會(hui)化(hua)管(guan)理(li)。二是順利完成廠辦(ban)(ban)大(da)集(ji)體改革。2020年6月(yue),與葫蘆(lu)島市國(guo)投公(gong)(gong)司(si)(si)簽訂重組(zu)協議,原廠辦(ban)(ban)大(da)集(ji)體企(qi)業(ye)(ye)--錦天(tian)(tian)化(hua)公(gong)(gong)司(si)(si)下屬天(tian)(tian)化(hua)公(gong)(gong)司(si)(si)重組(zu)為葫蘆(lu)島市國(guo)投公(gong)(gong)司(si)(si)的(de)全(quan)資子公(gong)(gong)司(si)(si),職(zhi)工得(de)到妥善(shan)安置。三(san)是大(da)力(li)推(tui)動減員(yuan)(yuan)增效(xiao)。通過勞動紀(ji)律管(guan)理(li)整(zheng)頓、企(qi)業(ye)(ye)辦(ban)(ban)社(she)(she)會(hui)職(zhi)能(neng)移交(jiao)、處僵治困等(deng)改革措施(shi),每年可節約人(ren)工成本近(jin)3億元。 四、踐行開放合作理念,促進共贏發展 一(yi)(yi)是推進(jin)精細(xi)(xi)化工及原(yuan)料(liao)工程(cheng)項目(mu),央地(di)合(he)作(zuo)(zuo)帶動地(di)方(fang)經(jing)濟發展(zhan)。深(shen)入貫徹落實黨中央、國(guo)務院(yuan)重大(da)決策部(bu)署,深(shen)化央地(di)合(he)作(zuo)(zuo),主動融(rong)入盤錦遼(liao)東灣石化產業基(ji)(ji)地(di)建設,啟動了規模為1500萬(wan)噸/年煉(lian)油(you)、150萬(wan)噸/年乙(yi)烯(xi)、200萬(wan)噸/年PX的精細(xi)(xi)化工及原(yuan)料(liao)工程(cheng)項目(mu),項目(mu)將于“十(shi)四五”期間(jian)建成投產,屆時華錦集團將形成2300萬(wan)噸/年煉(lian)油(you)、215萬(wan)噸/年乙(yi)烯(xi)、200萬(wan)噸/年PX的生產能(neng)力,成為國(guo)內領先、國(guo)際一(yi)(yi)流的石化產業基(ji)(ji)地(di),進(jin)入國(guo)內石化行(xing)業第(di)一(yi)(yi)方(fang)陣。二(er)是推進(jin)哈薩克斯(si)坦(tan)尿(niao)素(su)產能(neng)合(he)作(zuo)(zuo)項目(mu),把握“走出(chu)去”發展(zhan)機遇。在國(guo)家“一(yi)(yi)帶一(yi)(yi)路(lu)”倡議下拓展(zhan)對外(wai)開放新空(kong)間(jian),在哈薩克斯(si)坦(tan)啟動了45萬(wan)噸/年合(he)成氨、80萬(wan)噸/年尿(niao)素(su)項目(mu)。計劃“十(shi)四五”期間(jian)建成投產。 面向(xiang)“十四五”,華錦集(ji)團將堅持高質量發展方向(xiang),以落實(shi)國(guo)(guo)企改(gai)革三(san)年(nian)行動(dong)為主(zhu)線,聚(ju)焦主(zhu)責主(zhu)業,持續轉動(dong)能、調(diao)結構、謀(mou)發展,提升軟實(shi)力,形成遼東灣精細化(hua)工(gong)及(ji)原料工(gong)程、現有(you)煉化(hua)一體(ti)化(hua)基地、化(hua)學肥料、瀝青及(ji)潤(run)滑油四大(da)板塊“四位(wei)一體(ti)”發展格局,打造具(ju)有(you)國(guo)(guo)際競爭力的千億(yi)級支柱產(chan)業。(國(guo)(guo)企改(gai)革)
