穩步(bu)提升職工(gong)(gong)(gong)(gong)收入水平。推動全集團工(gong)(gong)(gong)(gong)資(zi)(zi)總(zong)(zong)額(e)和職工(gong)(gong)(gong)(gong)收入與集團公司經濟效益(yi)實(shi)現同步(bu)提高(gao),均(jun)實(shi)現兩位數增長,預計較2020年(nian)分(fen)別提升12.5%和11.9%;在內部分(fen)配(pei)管理上(shang),工(gong)(gong)(gong)(gong)資(zi)(zi)增量(liang)向(xiang)一線(xian)苦臟險累(lei)、骨干職工(gong)(gong)(gong)(gong)、突出(chu)貢獻者(zhe)及(ji)低收入群體傾斜,通過工(gong)(gong)(gong)(gong)資(zi)(zi)總(zong)(zong)額(e)特殊清單(dan)政策,對(dui)涉(she)及(ji)核心關(guan)鍵技術(shu)攻(gong)(gong)關(guan)團隊、高(gao)層次人才(cai)隊伍建設等9個特殊事項(xiang)單(dan)列工(gong)(gong)(gong)(gong)資(zi)(zi)總(zong)(zong)額(e);通過建立保障性工(gong)(gong)(gong)(gong)資(zi)(zi)制度,對(dui)改革脫困攻(gong)(gong)堅企業予以1.1億(yi)元的(de)工(gong)(gong)(gong)(gong)資(zi)(zi)總(zong)(zong)額(e)支持。上(shang)述特殊事項(xiang)全年(nian)合計單(dan)列增資(zi)(zi)額(e)度6.6億(yi)元,占全年(nian)工(gong)(gong)(gong)(gong)資(zi)(zi)增量(liang)的(de)18.5%。

大幅提(ti)升(sheng)(sheng)科(ke)技(ji)創新(xin)激勵(li)支(zhi)持水(shui)平(ping)。組織召開(kai)科(ke)技(ji)創新(xin)工(gong)作(zuo)會,不斷(duan)(duan)提(ti)升(sheng)(sheng)科(ke)技(ji)創新(xin)專(zhuan)項(xiang)(xiang)(xiang)獎(jiang)勵(li)力度,對(dui)重大科(ke)技(ji)成(cheng)果、重點項(xiang)(xiang)(xiang)目競標等科(ke)技(ji)創新(xin)事項(xiang)(xiang)(xiang)專(zhuan)項(xiang)(xiang)(xiang)獎(jiang)勵(li)5500萬元,對(dui)創新(xin)驅動要(yao)素(su)工(gong)資總額支(zhi)持3.1億元。通過“績(ji)效-薪酬雙對(dui)標”等方式,不斷(duan)(duan)提(ti)高(gao)人才(cai)薪酬競爭(zheng)力,一線(xian)骨干(gan)科(ke)技(ji)、技(ji)能(neng)人才(cai)收入預計較(jiao)上年分別增長14.3%、16.5%,對(dui)集團公司創新(xin)驅動發展起到了極大的(de)激勵(li)保(bao)障作(zuo)用。

大(da)幅提升中長(chang)期(qi)激勵(li)實施(shi)單位(wei)(wei)數(shu)量。加快落實國(guo)企改(gai)革三年行動(dong)方(fang)案(an),研究提出了“3+N”中長(chang)期(qi)激勵(li)模式(shi),形(xing)成(cheng)了市場化多元(yuan)化中長(chang)期(qi)激勵(li)“政(zheng)策包”“工具箱”,中長(chang)期(qi)激勵(li)在全系統得到全面推進(jin)。組織10家具備條件的科技型(xing)企業制定分(fen)紅激勵(li)方(fang)案(an)并(bing)實施(shi),38戶單位(wei)(wei)開展超額利潤分(fen)享、虛(xu)擬股(gu)權、項目跟投(tou)等多元(yuan)化激勵(li)方(fang)式(shi),激勵(li)金額預計達到9500萬(wan)元(yuan),實施(shi)單位(wei)(wei)數(shu)量較(jiao)上(shang)年大(da)幅增(zeng)加,極大(da)地激發了核心骨干職工的積極性。
大幅提升企(qi)(qi)(qi)(qi)業(ye)(ye)年(nian)金(jin)覆蓋范圍。通過全面梳理、重點督(du)促、現場輔(fu)導等一(yi)系列措(cuo)施,在符合實(shi)施條件的(de)單位(wei)全力推動實(shi)施企(qi)(qi)(qi)(qi)業(ye)(ye)年(nian)金(jin)。全年(nian)64家各級子企(qi)(qi)(qi)(qi)業(ye)(ye)、3.27萬名職(zhi)(zhi)工(gong)(gong)(gong)新(xin)加入集團公司企(qi)(qi)(qi)(qi)業(ye)(ye)年(nian)金(jin)計劃,新(xin)參加企(qi)(qi)(qi)(qi)業(ye)(ye)年(nian)金(jin)職(zhi)(zhi)工(gong)(gong)(gong)人數較以前(qian)年(nian)度累計人數實(shi)現翻番,企(qi)(qi)(qi)(qi)業(ye)(ye)年(nian)金(jin)覆蓋率得到顯(xian)著提升,職(zhi)(zhi)工(gong)(gong)(gong)社(she)(she)會保障(zhang)體系更趨完善,多(duo)層次養老保障(zhang)體系進一(yi)步健全,切實(shi)履行了中央(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)社(she)(she)會責任,讓(rang)職(zhi)(zhi)工(gong)(gong)(gong)更好地共享改(gai)革發展成果(guo)。
