北化研究院集團慶陽化工補短板培育發展新動能

  中國兵器(qi)工業(ye)集團北化研究院(yuan)集團遼寧慶陽特種化工有限公司圍繞(rao)扭(niu)虧脫困工作目標,通過狠(hen)抓重點項目建設、開源節流、管(guan)理變革(ge)等,補(bu)齊在(zai)產業(ye)升級、提質增效、基礎(chu)管(guan)理等方面制約(yue)企業(ye)發展(zhan)的(de)短板(ban),打造可(ke)持續(xu)發展(zhan)新動(dong)能。2020年,公司主營(ying)業(ye)務收入(ru)同比實現(xian)較大增加,考核利潤大幅減虧,帶息(xi)負債、成本費用(yong)率等經(jing)濟指標得到明顯改善,節能降耗成效顯著,經(jing)濟運行(xing)呈現(xian)穩(wen)中向好的(de)良好態(tai)勢(shi)。

  項(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)是(shi)產(chan)業(ye)發(fa)展的(de)載(zai)體,是(shi)推動慶(qing)陽(yang)化工(gong)(gong)(gong)脫困發(fa)展的(de)依(yi)托。其中核(he)心(xin)能力(li)建(jian)(jian)(jian)設(she)(she)項(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)事關企業(ye)行(xing)業(ye)地位,能否(fou)高質量完(wan)成(cheng)項(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)建(jian)(jian)(jian)設(she)(she)是(shi)落實(shi)好總書(shu)記批示的(de)重(zhong)要(yao)基礎(chu)。根據項(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)建(jian)(jian)(jian)設(she)(she)總體要(yao)求,慶(qing)陽(yang)化工(gong)(gong)(gong)統籌規劃(hua)(hua),編制(zhi)項(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)網絡計(ji)劃(hua)(hua)和(he)項(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)管理(li)(li)手(shou)冊,組(zu)建(jian)(jian)(jian)項(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)建(jian)(jian)(jian)設(she)(she)指揮(hui)部,明確(que)各項(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)組(zu)管理(li)(li)制(zhi)度(du),細化工(gong)(gong)(gong)作流(liu)程(cheng)(cheng),合(he)(he)理(li)(li)調配資(zi)源(yuan),建(jian)(jian)(jian)立項(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)建(jian)(jian)(jian)設(she)(she)獎(jiang)勵(li)機制(zhi),嚴格(ge)把控項(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)建(jian)(jian)(jian)設(she)(she)過程(cheng)(cheng)中存在(zai)(zai)的(de)風險點,確(que)保項(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)建(jian)(jian)(jian)設(she)(she)規劃(hua)(hua)化、合(he)(he)法(fa)化管理(li)(li),將項(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)建(jian)(jian)(jian)成(cheng)高標準、高質量、高速度(du)、高效益的(de)使(shi)命(ming)工(gong)(gong)(gong)程(cheng)(cheng)、信心(xin)工(gong)(gong)(gong)程(cheng)(cheng)、精(jing)品(pin)工(gong)(gong)(gong)程(cheng)(cheng)、廉潔(jie)工(gong)(gong)(gong)程(cheng)(cheng)。2020年(nian),總體規劃(hua)(hua)建(jian)(jian)(jian)設(she)(she)項(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)全(quan)部開(kai)工(gong)(gong)(gong),進入集中施工(gong)(gong)(gong)階段(duan)。新一(yi)代產(chan)品(pin)中試(shi)線(xian)建(jian)(jian)(jian)設(she)(she)進展順利。在(zai)(zai)產(chan)業(ye)融合(he)(he)項(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)方面(mian),混二(er)硝項(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)基本完(wan)成(cheng)改(gai)造任務,并于2020年(nian)11月進行(xing)了(le)(le)實(shi)物料試(shi)車,已生(sheng)產(chan)出合(he)(he)格(ge)產(chan)品(pin)。硝基胍項(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)一(yi)期工(gong)(gong)(gong)程(cheng)(cheng)已完(wan)成(cheng)驗證(zheng)試(shi)驗,打通(tong)生(sheng)產(chan)瓶(ping)頸(jing),生(sheng)產(chan)過程(cheng)(cheng)安全(quan)可控,二(er)期工(gong)(gong)(gong)程(cheng)(cheng)基本完(wan)成(cheng)收(shou)尾。這兩個項(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)是(shi)慶(qing)陽(yang)化工(gong)(gong)(gong)實(shi)施產(chan)業(ye)融合(he)(he)的(de)具體實(shi)踐,同時也標志著在(zai)(zai)探索(suo)混合(he)(he)所有制(zhi)經營模式方面(mian)邁(mai)出了(le)(le)重(zhong)要(yao)一(yi)步。
