  為貫徹落(luo)實黨的十九大(da)精神,十九屆中(zhong)央委員會(hui)第(di)四次全體會(hui)議著重(zhong)研究了堅持和(he)完善中(zhong)國特色社會(hui)主(zhu)義制度(du)、推進國家(jia)治(zhi)理體系和(he)治(zhi)理能力現代化(hua)的若(ruo)干重(zhong)大(da)問題,作出如下決定。

  一、堅持(chi)和(he)完善中國(guo)特色社會(hui)主(zhu)義(yi)制度、推(tui)進國(guo)家治理體系(xi)和(he)治理能力現代(dai)化的重大意義(yi)和(he)總(zong)體要求

  中(zhong)(zhong)國(guo)(guo)特色社會主(zhu)義(yi)制度是黨和人民在長期實踐探索中(zhong)(zhong)形成(cheng)的(de)科學制度體(ti)系,我國(guo)(guo)國(guo)(guo)家(jia)治理(li)一切工作和活動都依照中(zhong)(zhong)國(guo)(guo)特色社會主(zhu)義(yi)制度展開(kai),我國(guo)(guo)國(guo)(guo)家(jia)治理(li)體(ti)系和治理(li)能(neng)力是中(zhong)(zhong)國(guo)(guo)特色社會主(zhu)義(yi)制度及其(qi)執行能(neng)力的(de)集中(zhong)(zhong)體(ti)現。

  中(zhong)國(guo)共(gong)產黨(dang)自成(cheng)立以來,團(tuan)結帶領人民,堅持把馬克思主義基本原(yuan)理同中(zhong)國(guo)具體實際相結合(he),贏得(de)了中(zhong)國(guo)革命勝利,并(bing)深(shen)刻(ke)總結國(guo)內外正反兩方面經驗,不(bu)斷探(tan)索實踐,不(bu)斷改革創(chuang)新,建立和完善(shan)(shan)社會主義制度(du),形成(cheng)和發展黨(dang)的領導和經濟、政(zheng)治(zhi)(zhi)、文(wen)化、社會、生態文(wen)明、軍事(shi)、外事(shi)等各(ge)方面制度(du),加強(qiang)和完善(shan)(shan)國(guo)家治(zhi)(zhi)理,取得(de)歷(li)史性成(cheng)就。黨(dang)的十八(ba)大以來,我們黨(dang)領導人民統籌推(tui)進“五位一體”總體布局、協調推(tui)進“四個全面”戰略布局,推(tui)動中(zhong)國(guo)特色社會主義制度(du)更加完善(shan)(shan)、國(guo)家治(zhi)(zhi)理體系和治(zhi)(zhi)理能力(li)(li)現代化水平明顯(xian)提高(gao),為政(zheng)治(zhi)(zhi)穩定(ding)、經濟發展、文(wen)化繁榮、民族團(tuan)結、人民幸福、社會安寧(ning)、國(guo)家統一提供了有力(li)(li)保障(zhang)。

  新(xin)中(zhong)(zhong)(zhong)(zhong)國成立(li)七十年(nian)來(lai),我(wo)們黨領(ling)導(dao)人民(min)(min)創造了(le)世所罕見的(de)經濟快速(su)發(fa)展奇跡(ji)和(he)(he)社會(hui)長(chang)期(qi)穩(wen)定奇跡(ji),中(zhong)(zhong)(zhong)(zhong)華民(min)(min)族迎來(lai)了(le)從站起(qi)來(lai)、富起(qi)來(lai)到強(qiang)起(qi)來(lai)的(de)偉大(da)(da)飛躍。實(shi)(shi)踐(jian)證明(ming),中(zhong)(zhong)(zhong)(zhong)國特(te)色(se)社會(hui)主義(yi)制(zhi)度和(he)(he)國家治(zhi)理(li)(li)體系(xi)是(shi)以馬(ma)克思主義(yi)為(wei)指(zhi)導(dao)、植根(gen)中(zhong)(zhong)(zhong)(zhong)國大(da)(da)地、具(ju)(ju)有深厚中(zhong)(zhong)(zhong)(zhong)華文化根(gen)基、深得人民(min)(min)擁護的(de)制(zhi)度和(he)(he)治(zhi)理(li)(li)體系(xi),是(shi)具(ju)(ju)有強(qiang)大(da)(da)生命力和(he)(he)巨(ju)大(da)(da)優越(yue)性的(de)制(zhi)度和(he)(he)治(zhi)理(li)(li)體系(xi),是(shi)能(neng)夠持續推動(dong)擁有近(jin)十四(si)億(yi)人口大(da)(da)國進步和(he)(he)發(fa)展、確保擁有五千多年(nian)文明(ming)史的(de)中(zhong)(zhong)(zhong)(zhong)華民(min)(min)族實(shi)(shi)現“兩個(ge)一(yi)百年(nian)”奮斗目(mu)標進而實(shi)(shi)現偉大(da)(da)復興的(de)制(zhi)度和(he)(he)治(zhi)理(li)(li)體系(xi)。

  當今(jin)世界正經歷百年未有(you)之大(da)變局(ju),我(wo)國(guo)(guo)正處于實現中(zhong)華民族偉(wei)(wei)大(da)復興關(guan)鍵時(shi)期(qi)。順應時(shi)代(dai)潮流,適(shi)應我(wo)國(guo)(guo)社會(hui)主要矛盾變化,統(tong)攬(lan)偉(wei)(wei)大(da)斗爭、偉(wei)(wei)大(da)工(gong)程、偉(wei)(wei)大(da)事業、偉(wei)(wei)大(da)夢想,不斷(duan)滿足人民對(dui)美好生活新期(qi)待,戰(zhan)勝(sheng)前進道路上的(de)各(ge)種風險挑戰(zhan),必須在堅持(chi)和(he)完(wan)善中(zhong)國(guo)(guo)特(te)色社會(hui)主義制度、推進國(guo)(guo)家(jia)治理(li)體系和(he)治理(li)能力現代(dai)化上下更大(da)功夫(fu)。

  必(bi)須堅(jian)(jian)持(chi)以馬(ma)克(ke)思列寧主(zhu)(zhu)義、毛(mao)澤東思想(xiang)、鄧小(xiao)平理(li)(li)論、“三個(ge)代(dai)表”重要(yao)思想(xiang)、科學發展觀、習近(jin)平新時代(dai)中(zhong)國(guo)特色社會(hui)主(zhu)(zhu)義思想(xiang)為指導,增(zeng)強(qiang)(qiang)“四(si)個(ge)意識”,堅(jian)(jian)定“四(si)個(ge)自信”,做到(dao)“兩個(ge)維護”,堅(jian)(jian)持(chi)黨的領導、人民當家(jia)作主(zhu)(zhu)、依法治(zhi)(zhi)(zhi)(zhi)國(guo)有(you)機統(tong)(tong)一(yi),堅(jian)(jian)持(chi)解放(fang)思想(xiang)、實(shi)事求是,堅(jian)(jian)持(chi)改革創新,突出堅(jian)(jian)持(chi)和(he)完善支撐中(zhong)國(guo)特色社會(hui)主(zhu)(zhu)義制度的根(gen)本制度、基(ji)本制度、重要(yao)制度,著力固根(gen)基(ji)、揚優勢(shi)(shi)、補短板(ban)、強(qiang)(qiang)弱項,構建系(xi)(xi)統(tong)(tong)完備、科學規范(fan)、運行有(you)效的制度體系(xi)(xi),加強(qiang)(qiang)系(xi)(xi)統(tong)(tong)治(zhi)(zhi)(zhi)(zhi)理(li)(li)、依法治(zhi)(zhi)(zhi)(zhi)理(li)(li)、綜(zong)合治(zhi)(zhi)(zhi)(zhi)理(li)(li)、源頭治(zhi)(zhi)(zhi)(zhi)理(li)(li),把我國(guo)制度優勢(shi)(shi)更(geng)好轉化為國(guo)家(jia)治(zhi)(zhi)(zhi)(zhi)理(li)(li)效能,為實(shi)現“兩個(ge)一(yi)百(bai)年”奮斗目標(biao)、實(shi)現中(zhong)華民族(zu)偉(wei)大(da)復興的中(zhong)國(guo)夢提供有(you)力保證。

  堅(jian)持和完善中(zhong)國(guo)(guo)特(te)色(se)社(she)會主(zhu)義制度、推進國(guo)(guo)家治(zhi)(zhi)理體(ti)系和治(zhi)(zhi)理能力(li)現(xian)代化的(de)總體(ti)目標是,到(dao)我們(men)黨成立一(yi)百(bai)年(nian)時,在各(ge)方面(mian)制度更(geng)加成熟(shu)更(geng)加定型上取(qu)得明顯成效(xiao);到(dao)二〇三五年(nian),各(ge)方面(mian)制度更(geng)加完善,基本實現(xian)國(guo)(guo)家治(zhi)(zhi)理體(ti)系和治(zhi)(zhi)理能力(li)現(xian)代化;到(dao)新中(zhong)國(guo)(guo)成立一(yi)百(bai)年(nian)時,全(quan)面(mian)實現(xian)國(guo)(guo)家治(zhi)(zhi)理體(ti)系和治(zhi)(zhi)理能力(li)現(xian)代化,使中(zhong)國(guo)(guo)特(te)色(se)社(she)會主(zhu)義制度更(geng)加鞏固、優(you)越性(xing)充分展現(xian)。

  二(er)、堅持和完善黨(dang)的領導制度體系,提高黨(dang)科學(xue)執(zhi)(zhi)政(zheng)、民主(zhu)執(zhi)(zhi)政(zheng)、依法執(zhi)(zhi)政(zheng)水平

  中(zhong)國(guo)共產黨領(ling)導(dao)是(shi)中(zhong)國(guo)特色社會主義最(zui)本質的(de)特征,是(shi)中(zhong)國(guo)特色社會主義制(zhi)度的(de)最(zui)大優(you)勢(shi),黨是(shi)最(zui)高(gao)政治(zhi)領(ling)導(dao)力量(liang)。必須(xu)堅持黨政軍民學、東西南(nan)北中(zhong),黨是(shi)領(ling)導(dao)一切的(de),堅決維護黨中(zhong)央權(quan)威,健全總攬(lan)全局、協調各(ge)(ge)方的(de)黨的(de)領(ling)導(dao)制(zhi)度體系,把(ba)黨的(de)領(ling)導(dao)落實到國(guo)家治(zhi)理各(ge)(ge)領(ling)域各(ge)(ge)方面各(ge)(ge)環節(jie)。

  (一)建立不(bu)(bu)忘(wang)初心(xin)、牢記使(shi)命的(de)(de)(de)制(zhi)度(du)。確(que)(que)保(bao)全(quan)(quan)黨(dang)(dang)(dang)遵守黨(dang)(dang)(dang)章,恪守黨(dang)(dang)(dang)的(de)(de)(de)性質和(he)(he)宗旨(zhi),堅持用共(gong)產主義遠(yuan)大理(li)想(xiang)和(he)(he)中國(guo)特色社會主義共(gong)同理(li)想(xiang)凝聚(ju)全(quan)(quan)黨(dang)(dang)(dang)、團結人民,用習近平新時代中國(guo)特色社會主義思想(xiang)武(wu)裝(zhuang)全(quan)(quan)黨(dang)(dang)(dang)、教育人民、指導工(gong)作,夯實黨(dang)(dang)(dang)執政(zheng)(zheng)的(de)(de)(de)思想(xiang)基(ji)礎。把(ba)不(bu)(bu)忘(wang)初心(xin)、牢記使(shi)命作為加強黨(dang)(dang)(dang)的(de)(de)(de)建設(she)的(de)(de)(de)永恒(heng)課(ke)題和(he)(he)全(quan)(quan)體黨(dang)(dang)(dang)員、干(gan)部(bu)的(de)(de)(de)終(zhong)身課(ke)題,形(xing)成長效機制(zhi),堅持不(bu)(bu)懈(xie)錘煉(lian)黨(dang)(dang)(dang)員、干(gan)部(bu)忠誠干(gan)凈擔當的(de)(de)(de)政(zheng)(zheng)治(zhi)品格(ge)。全(quan)(quan)面貫(guan)徹黨(dang)(dang)(dang)的(de)(de)(de)基(ji)本(ben)理(li)論(lun)、基(ji)本(ben)路線、基(ji)本(ben)方(fang)略(lve),持續推進(jin)黨(dang)(dang)(dang)的(de)(de)(de)理(li)論(lun)創(chuang)(chuang)新、實踐(jian)創(chuang)(chuang)新、制(zhi)度(du)創(chuang)(chuang)新,使(shi)一切工(gong)作順應時代潮流、符合(he)發(fa)展規律(lv)、體現人民愿望,確(que)(que)保(bao)黨(dang)(dang)(dang)始(shi)終(zhong)走在時代前列(lie)、得到人民衷心(xin)擁護。

  建(jian)設中國(guo)特(te)色(se)社(she)會主義法(fa)(fa)治(zhi)(zhi)(zhi)體系、建(jian)設社(she)會主義法(fa)(fa)治(zhi)(zhi)(zhi)國(guo)家是堅持(chi)和發展中國(guo)特(te)色(se)社(she)會主義的(de)內在(zai)要求。必須(xu)堅定不(bu)移走中國(guo)特(te)色(se)社(she)會主義法(fa)(fa)治(zhi)(zhi)(zhi)道路(lu),全面(mian)(mian)推進(jin)(jin)依(yi)法(fa)(fa)治(zhi)(zhi)(zhi)國(guo),堅持(chi)依(yi)法(fa)(fa)治(zhi)(zhi)(zhi)國(guo)、依(yi)法(fa)(fa)執政(zheng)、依(yi)法(fa)(fa)行(xing)政(zheng)共同推進(jin)(jin),堅持(chi)法(fa)(fa)治(zhi)(zhi)(zhi)國(guo)家、法(fa)(fa)治(zhi)(zhi)(zhi)政(zheng)府(fu)、法(fa)(fa)治(zhi)(zhi)(zhi)社(she)會一體建(jian)設,加快形成完備(bei)的(de)法(fa)(fa)律規范體系、高效(xiao)的(de)法(fa)(fa)治(zhi)(zhi)(zhi)實施體系、嚴密(mi)的(de)法(fa)(fa)治(zhi)(zhi)(zhi)監(jian)督體系、有力的(de)法(fa)(fa)治(zhi)(zhi)(zhi)保(bao)障體系,加快形成完善(shan)的(de)黨內法(fa)(fa)規體系,全面(mian)(mian)推進(jin)(jin)科學立法(fa)(fa)、嚴格執法(fa)(fa)、公正司法(fa)(fa)、全民守法(fa)(fa),推進(jin)(jin)法(fa)(fa)治(zhi)(zhi)(zhi)中國(guo)建(jian)設。

  (一)健全(quan)保證憲法(fa)(fa)(fa)全(quan)面實(shi)施(shi)的體制(zhi)(zhi)機(ji)(ji)制(zhi)(zhi)。依法(fa)(fa)(fa)治國(guo)首先要堅持(chi)依憲治國(guo),依法(fa)(fa)(fa)執(zhi)政首先要堅持(chi)依憲執(zhi)政。加強憲法(fa)(fa)(fa)實(shi)施(shi)和(he)監(jian)督(du),落實(shi)憲法(fa)(fa)(fa)解釋程序機(ji)(ji)制(zhi)(zhi),推進合憲性審查(cha)工作(zuo),加強備案審查(cha)制(zhi)(zhi)度和(he)能力建設,依法(fa)(fa)(fa)撤銷和(he)糾正違(wei)憲違(wei)法(fa)(fa)(fa)的規范性文(wen)件。堅持(chi)憲法(fa)(fa)(fa)法(fa)(fa)(fa)律至上,健全(quan)法(fa)(fa)(fa)律面前人(ren)人(ren)平(ping)等保障機(ji)(ji)制(zhi)(zhi),維護國(guo)家法(fa)(fa)(fa)制(zhi)(zhi)統一、尊嚴、權威,一切違(wei)反憲法(fa)(fa)(fa)法(fa)(fa)(fa)律的行為都必須予(yu)以(yi)追究。

  (二)完善立(li)(li)(li)法(fa)體(ti)制機(ji)制。堅持科學立(li)(li)(li)法(fa)、民主立(li)(li)(li)法(fa)、依(yi)法(fa)立(li)(li)(li)法(fa),完善黨委(wei)領(ling)導、人(ren)大主導、政(zheng)府依(yi)托(tuo)、各方參與的(de)立(li)(li)(li)法(fa)工作格局,立(li)(li)(li)改(gai)廢釋并(bing)舉,不斷提高立(li)(li)(li)法(fa)質量和(he)效率。完善以憲法(fa)為(wei)核心的(de)中國特色社會(hui)主義(yi)法(fa)律體(ti)系,加強重要領(ling)域立(li)(li)(li)法(fa),加快我國法(fa)域外適用的(de)法(fa)律體(ti)系建設,以良法(fa)保障善治。

  (三)健全社(she)會公(gong)平正義(yi)法(fa)(fa)(fa)治(zhi)保障制(zhi)(zhi)度(du)(du)(du)(du)。堅持(chi)法(fa)(fa)(fa)治(zhi)建設(she)為了人(ren)(ren)民(min)、依(yi)靠人(ren)(ren)民(min),加強人(ren)(ren)權(quan)法(fa)(fa)(fa)治(zhi)保障,保證人(ren)(ren)民(min)依(yi)法(fa)(fa)(fa)享有(you)廣泛的(de)權(quan)利和自(zi)(zi)由、承擔應盡的(de)義(yi)務,引導全體人(ren)(ren)民(min)做社(she)會主義(yi)法(fa)(fa)(fa)治(zhi)的(de)忠實(shi)崇尚者、自(zi)(zi)覺遵守者、堅定捍(han)衛者。堅持(chi)有(you)法(fa)(fa)(fa)必(bi)依(yi)、執(zhi)法(fa)(fa)(fa)必(bi)嚴、違法(fa)(fa)(fa)必(bi)究,嚴格規范(fan)公(gong)正文明(ming)執(zhi)法(fa)(fa)(fa),規范(fan)執(zhi)法(fa)(fa)(fa)自(zi)(zi)由裁量(liang)權(quan),加大關系群(qun)眾切身利益的(de)重點領域執(zhi)法(fa)(fa)(fa)力(li)度(du)(du)(du)(du)。深化司(si)(si)(si)法(fa)(fa)(fa)體制(zhi)(zhi)綜合配套(tao)改革,完善審判制(zhi)(zhi)度(du)(du)(du)(du)、檢察制(zhi)(zhi)度(du)(du)(du)(du),全面落實(shi)司(si)(si)(si)法(fa)(fa)(fa)責任(ren)制(zhi)(zhi),完善律(lv)師制(zhi)(zhi)度(du)(du)(du)(du),加強對司(si)(si)(si)法(fa)(fa)(fa)活動的(de)監督,確保司(si)(si)(si)法(fa)(fa)(fa)公(gong)正高效權(quan)威(wei),努力(li)讓人(ren)(ren)民(min)群(qun)眾在每一個司(si)(si)(si)法(fa)(fa)(fa)案件中(zhong)感受到公(gong)平正義(yi)。

  (四(si))加強對(dui)法(fa)(fa)(fa)律實施(shi)的監督(du)。保證行政權(quan)、監察權(quan)、審判(pan)權(quan)、檢察權(quan)得到依(yi)法(fa)(fa)(fa)正確(que)行使,保證公民、法(fa)(fa)(fa)人和(he)其(qi)他(ta)組織合法(fa)(fa)(fa)權(quan)益得到切(qie)實保障,堅決排除對(dui)執法(fa)(fa)(fa)司法(fa)(fa)(fa)活動(dong)的干預。拓展(zhan)公益訴訟(song)案件(jian)范圍。加大對(dui)嚴(yan)重違法(fa)(fa)(fa)行為處罰(fa)力度(du),實行懲(cheng)罰(fa)性賠償制度(du),嚴(yan)格刑事責(ze)任(ren)追究。加大全民普(pu)法(fa)(fa)(fa)工作力度(du),增強全民法(fa)(fa)(fa)治(zhi)觀念,完善公共法(fa)(fa)(fa)律服務體(ti)系,夯實依(yi)法(fa)(fa)(fa)治(zhi)國(guo)群(qun)眾基(ji)礎。各級黨和(he)國(guo)家機關以及領導(dao)干部(bu)要帶頭尊法(fa)(fa)(fa)學(xue)法(fa)(fa)(fa)守法(fa)(fa)(fa)用(yong)法(fa)(fa)(fa),提高運(yun)用(yong)法(fa)(fa)(fa)治(zhi)思維(wei)和(he)法(fa)(fa)(fa)治(zhi)方(fang)式深(shen)化改革、推動(dong)發展(zhan)、化解矛盾(dun)、維(wei)護穩定(ding)、應對(dui)風險的能力。

  五(wu)、堅持和(he)完善中國(guo)特色社(she)會(hui)主義行(xing)政(zheng)體制,構建(jian)職責明確、依法行(xing)政(zheng)的政(zheng)府治理體系(xi)

  國家(jia)行政(zheng)(zheng)管理承擔著按照黨和國家(jia)決策部署(shu)推(tui)動經濟社(she)會發(fa)展、管理社(she)會事務、服(fu)務人(ren)民群(qun)眾的重大職責(ze)(ze)。必須堅持一切行政(zheng)(zheng)機關為人(ren)民服(fu)務、對人(ren)民負責(ze)(ze)、受人(ren)民監督,創新行政(zheng)(zheng)方式,提高(gao)行政(zheng)(zheng)效(xiao)能,建設人(ren)民滿意的服(fu)務型政(zheng)(zheng)府。

  (一(yi))完善國(guo)家行(xing)(xing)(xing)(xing)(xing)政(zheng)體制(zhi)(zhi)。以推(tui)進國(guo)家機構(gou)職(zhi)能優化(hua)(hua)(hua)協同高(gao)(gao)(gao)效為著力(li)(li)(li)點,優化(hua)(hua)(hua)行(xing)(xing)(xing)(xing)(xing)政(zheng)決策(ce)、行(xing)(xing)(xing)(xing)(xing)政(zheng)執(zhi)(zhi)行(xing)(xing)(xing)(xing)(xing)、行(xing)(xing)(xing)(xing)(xing)政(zheng)組織、行(xing)(xing)(xing)(xing)(xing)政(zheng)監督體制(zhi)(zhi)。健全(quan)部(bu)門協調(diao)配合機制(zhi)(zhi),防止政(zheng)出多門、政(zheng)策(ce)效應(ying)相互抵消。深化(hua)(hua)(hua)行(xing)(xing)(xing)(xing)(xing)政(zheng)執(zhi)(zhi)法體制(zhi)(zhi)改(gai)革(ge),最大限度(du)減(jian)少不必(bi)要的(de)(de)行(xing)(xing)(xing)(xing)(xing)政(zheng)執(zhi)(zhi)法事項。進一(yi)步整合行(xing)(xing)(xing)(xing)(xing)政(zheng)執(zhi)(zhi)法隊伍,繼續探(tan)索實行(xing)(xing)(xing)(xing)(xing)跨領域(yu)跨部(bu)門綜合執(zhi)(zhi)法,推(tui)動(dong)執(zhi)(zhi)法重心下移,提高(gao)(gao)(gao)行(xing)(xing)(xing)(xing)(xing)政(zheng)執(zhi)(zhi)法能力(li)(li)(li)水平。落(luo)實行(xing)(xing)(xing)(xing)(xing)政(zheng)執(zhi)(zhi)法責任制(zhi)(zhi)和(he)責任追究(jiu)制(zhi)(zhi)度(du)。創(chuang)新(xin)行(xing)(xing)(xing)(xing)(xing)政(zheng)管理和(he)服務方式,加(jia)快推(tui)進全(quan)國(guo)一(yi)體化(hua)(hua)(hua)政(zheng)務服務平臺建設,健全(quan)強(qiang)有(you)力(li)(li)(li)的(de)(de)行(xing)(xing)(xing)(xing)(xing)政(zheng)執(zhi)(zhi)行(xing)(xing)(xing)(xing)(xing)系(xi)統(tong),提高(gao)(gao)(gao)政(zheng)府執(zhi)(zhi)行(xing)(xing)(xing)(xing)(xing)力(li)(li)(li)和(he)公(gong)信力(li)(li)(li)。

  (二)優化(hua)(hua)政(zheng)府職(zhi)責體(ti)(ti)系(xi)(xi)(xi)。完善(shan)政(zheng)府經濟調節、市(shi)場監管(guan)(guan)(guan)、社會(hui)管(guan)(guan)(guan)理(li)、公共服(fu)務、生態環境(jing)保護(hu)(hu)等職(zhi)能(neng),實行(xing)政(zheng)府權(quan)責清單制(zhi)(zhi)度(du),厘清政(zheng)府和市(shi)場、政(zheng)府和社會(hui)關系(xi)(xi)(xi)。深(shen)入推(tui)進(jin)(jin)簡政(zheng)放(fang)(fang)權(quan)、放(fang)(fang)管(guan)(guan)(guan)結合(he)、優化(hua)(hua)服(fu)務,深(shen)化(hua)(hua)行(xing)政(zheng)審批制(zhi)(zhi)度(du)改(gai)革,改(gai)善(shan)營商環境(jing),激發(fa)(fa)各類市(shi)場主體(ti)(ti)活(huo)力。健全以國家(jia)(jia)發(fa)(fa)展(zhan)規(gui)(gui)劃為(wei)戰略導向,以財政(zheng)政(zheng)策(ce)(ce)和貨幣政(zheng)策(ce)(ce)為(wei)主要手(shou)段,就業、產業、投(tou)資、消費、區(qu)域等政(zheng)策(ce)(ce)協同(tong)發(fa)(fa)力的(de)宏觀調控(kong)制(zhi)(zhi)度(du)體(ti)(ti)系(xi)(xi)(xi)。完善(shan)國家(jia)(jia)重大(da)發(fa)(fa)展(zhan)戰略和中長期經濟社會(hui)發(fa)(fa)展(zhan)規(gui)(gui)劃制(zhi)(zhi)度(du)。完善(shan)標準科學、規(gui)(gui)范透明(ming)、約束有力的(de)預算制(zhi)(zhi)度(du)。建(jian)(jian)設現代中央銀行(xing)制(zhi)(zhi)度(du),完善(shan)基(ji)礎(chu)貨幣投(tou)放(fang)(fang)機制(zhi)(zhi),健全基(ji)準利率和市(shi)場化(hua)(hua)利率體(ti)(ti)系(xi)(xi)(xi)。嚴格(ge)市(shi)場監管(guan)(guan)(guan)、質(zhi)量監管(guan)(guan)(guan)、安全監管(guan)(guan)(guan),加(jia)強(qiang)違法懲戒。完善(shan)公共服(fu)務體(ti)(ti)系(xi)(xi)(xi),推(tui)進(jin)(jin)基(ji)本(ben)公共服(fu)務均等化(hua)(hua)、可及性。建(jian)(jian)立健全運用互(hu)聯網、大(da)數據、人(ren)工智能(neng)等技(ji)術(shu)手(shou)段進(jin)(jin)行(xing)行(xing)政(zheng)管(guan)(guan)(guan)理(li)的(de)制(zhi)(zhi)度(du)規(gui)(gui)則。推(tui)進(jin)(jin)數字政(zheng)府建(jian)(jian)設,加(jia)強(qiang)數據有序共享(xiang),依(yi)法保護(hu)(hu)個人(ren)信息。

  (三)優化(hua)(hua)(hua)政(zheng)(zheng)府組(zu)織結構。推進機構、職能、權限(xian)、程序、責任法定化(hua)(hua)(hua),使政(zheng)(zheng)府機構設(she)(she)置(zhi)更(geng)加(jia)科學、職能更(geng)加(jia)優化(hua)(hua)(hua)、權責更(geng)加(jia)協同。嚴格機構編制管(guan)(guan)理(li),統籌利(li)用行政(zheng)(zheng)管(guan)(guan)理(li)資源(yuan)(yuan),節約行政(zheng)(zheng)成本。優化(hua)(hua)(hua)行政(zheng)(zheng)區劃設(she)(she)置(zhi),提(ti)高(gao)中心城(cheng)市和城(cheng)市群綜合(he)承(cheng)載和資源(yuan)(yuan)優化(hua)(hua)(hua)配置(zhi)能力(li),實行扁平化(hua)(hua)(hua)管(guan)(guan)理(li),形成高(gao)效率組(zu)織體系。

  (四)健全充(chong)(chong)分發揮中(zhong)(zhong)(zhong)央(yang)和地方(fang)(fang)(fang)兩個積(ji)極性體制(zhi)(zhi)機制(zhi)(zhi)。理(li)順(shun)(shun)中(zhong)(zhong)(zhong)央(yang)和地方(fang)(fang)(fang)權(quan)(quan)(quan)(quan)責關(guan)(guan)系,加強(qiang)中(zhong)(zhong)(zhong)央(yang)宏觀事(shi)(shi)(shi)務管理(li),維護(hu)國家法制(zhi)(zhi)統一(yi)、政令統一(yi)、市(shi)場統一(yi)。適(shi)當加強(qiang)中(zhong)(zhong)(zhong)央(yang)在知識(shi)產權(quan)(quan)(quan)(quan)保(bao)護(hu)、養老保(bao)險、跨區(qu)域(yu)生態環境(jing)保(bao)護(hu)等(deng)方(fang)(fang)(fang)面事(shi)(shi)(shi)權(quan)(quan)(quan)(quan),減(jian)少并(bing)規范中(zhong)(zhong)(zhong)央(yang)和地方(fang)(fang)(fang)共同事(shi)(shi)(shi)權(quan)(quan)(quan)(quan)。賦予地方(fang)(fang)(fang)更多自主權(quan)(quan)(quan)(quan),支(zhi)持地方(fang)(fang)(fang)創造性開展工(gong)作。按(an)照(zhao)權(quan)(quan)(quan)(quan)責一(yi)致原(yuan)則,規范垂直管理(li)體制(zhi)(zhi)和地方(fang)(fang)(fang)分級管理(li)體制(zhi)(zhi)。優化(hua)政府(fu)間(jian)事(shi)(shi)(shi)權(quan)(quan)(quan)(quan)和財(cai)(cai)權(quan)(quan)(quan)(quan)劃分,建(jian)立權(quan)(quan)(quan)(quan)責清晰、財(cai)(cai)力(li)協調(diao)、區(qu)域(yu)均衡(heng)的(de)中(zhong)(zhong)(zhong)央(yang)和地方(fang)(fang)(fang)財(cai)(cai)政關(guan)(guan)系,形成穩(wen)定的(de)各級政府(fu)事(shi)(shi)(shi)權(quan)(quan)(quan)(quan)、支(zhi)出責任和財(cai)(cai)力(li)相(xiang)適(shi)應(ying)的(de)制(zhi)(zhi)度。構建(jian)從中(zhong)(zhong)(zhong)央(yang)到地方(fang)(fang)(fang)權(quan)(quan)(quan)(quan)責清晰、運行順(shun)(shun)暢、充(chong)(chong)滿活力(li)的(de)工(gong)作體系。

  六、堅持和(he)完善社會主義基本經(jing)濟制(zhi)度(du),推(tui)動經(jing)濟高質量發展

  公有制(zhi)為主(zhu)(zhu)(zhu)(zhu)體(ti)、多(duo)種所有制(zhi)經濟(ji)(ji)共同(tong)發(fa)(fa)展(zhan),按勞(lao)分(fen)配為主(zhu)(zhu)(zhu)(zhu)體(ti)、多(duo)種分(fen)配方式并存,社會(hui)(hui)主(zhu)(zhu)(zhu)(zhu)義(yi)市場經濟(ji)(ji)體(ti)制(zhi)等社會(hui)(hui)主(zhu)(zhu)(zhu)(zhu)義(yi)基本經濟(ji)(ji)制(zhi)度,既體(ti)現了(le)社會(hui)(hui)主(zhu)(zhu)(zhu)(zhu)義(yi)制(zhi)度優越性,又同(tong)我國社會(hui)(hui)主(zhu)(zhu)(zhu)(zhu)義(yi)初級階段社會(hui)(hui)生(sheng)產力發(fa)(fa)展(zhan)水平相(xiang)適應,是黨和人民的偉大創(chuang)造(zao)。必須(xu)堅(jian)持社會(hui)(hui)主(zhu)(zhu)(zhu)(zhu)義(yi)基本經濟(ji)(ji)制(zhi)度,充分(fen)發(fa)(fa)揮市場在(zai)資源(yuan)配置中的決定(ding)性作(zuo)(zuo)用,更好發(fa)(fa)揮政府作(zuo)(zuo)用,全面(mian)貫(guan)徹新發(fa)(fa)展(zhan)理念,堅(jian)持以(yi)供給側結構性改革為主(zhu)(zhu)(zhu)(zhu)線(xian),加快建設現代化經濟(ji)(ji)體(ti)系。

  九(jiu)、堅持和完善共(gong)建共(gong)治(zhi)共(gong)享的(de)社會治(zhi)理制度,保持社會穩定、維護國家(jia)安(an)全

  社(she)會(hui)治(zhi)理是國家(jia)治(zhi)理的(de)重要方面。必須加(jia)強和(he)創新社(she)會(hui)治(zhi)理,完善黨委領(ling)導、政府負責(ze)(ze)、民(min)主協商、社(she)會(hui)協同、公眾參與、法治(zhi)保障、科技(ji)支(zhi)撐(cheng)的(de)社(she)會(hui)治(zhi)理體系,建設人(ren)(ren)人(ren)(ren)有(you)責(ze)(ze)、人(ren)(ren)人(ren)(ren)盡責(ze)(ze)、人(ren)(ren)人(ren)(ren)享有(you)的(de)社(she)會(hui)治(zhi)理共同體,確保人(ren)(ren)民(min)安居樂(le)業、社(she)會(hui)安定有(you)序(xu),建設更高水(shui)平(ping)的(de)平(ping)安中國。

  (三)健全(quan)生態(tai)(tai)保(bao)(bao)護(hu)(hu)和(he)修(xiu)復(fu)制(zhi)度。統(tong)籌山水林田湖草(cao)一體化保(bao)(bao)護(hu)(hu)和(he)修(xiu)復(fu),加(jia)(jia)強(qiang)(qiang)(qiang)森林、草(cao)原、河流、湖泊、濕地、海洋(yang)等自然生態(tai)(tai)保(bao)(bao)護(hu)(hu)。加(jia)(jia)強(qiang)(qiang)(qiang)對重要生態(tai)(tai)系統(tong)的保(bao)(bao)護(hu)(hu)和(he)永續利用,構建以國(guo)家(jia)公(gong)園為主體的自然保(bao)(bao)護(hu)(hu)地體系,健全(quan)國(guo)家(jia)公(gong)園保(bao)(bao)護(hu)(hu)制(zhi)度。加(jia)(jia)強(qiang)(qiang)(qiang)長江(jiang)(jiang)、黃(huang)河等大江(jiang)(jiang)大河生態(tai)(tai)保(bao)(bao)護(hu)(hu)和(he)系統(tong)治(zhi)理(li)。開展大規模國(guo)土綠化行(xing)動,加(jia)(jia)快水土流失(shi)和(he)荒(huang)漠(mo)化、石(shi)漠(mo)化綜合治(zhi)理(li),保(bao)(bao)護(hu)(hu)生物多樣性,筑牢生態(tai)(tai)安全(quan)屏障。除國(guo)家(jia)重大項(xiang)目外,全(quan)面禁止圍(wei)填海。

  (四)嚴(yan)明生態(tai)(tai)環(huan)(huan)境(jing)(jing)保(bao)護責(ze)任制(zhi)度(du)。建立生態(tai)(tai)文(wen)明建設目標(biao)評價考核(he)制(zhi)度(du),強化環(huan)(huan)境(jing)(jing)保(bao)護、自(zi)然資(zi)源(yuan)管(guan)(guan)控、節能減排等約束性指標(biao)管(guan)(guan)理(li),嚴(yan)格落實企業主體責(ze)任和政府監(jian)管(guan)(guan)責(ze)任。開展(zhan)領(ling)導干部自(zi)然資(zi)源(yuan)資(zi)產(chan)離任審計。推進生態(tai)(tai)環(huan)(huan)境(jing)(jing)保(bao)護綜合行政執法,落實中央(yang)生態(tai)(tai)環(huan)(huan)境(jing)(jing)保(bao)護督察制(zhi)度(du)。健全生態(tai)(tai)環(huan)(huan)境(jing)(jing)監(jian)測(ce)和評價制(zhi)度(du),完善生態(tai)(tai)環(huan)(huan)境(jing)(jing)公益(yi)訴訟(song)制(zhi)度(du),落實生態(tai)(tai)補(bu)償和生態(tai)(tai)環(huan)(huan)境(jing)(jing)損害賠償制(zhi)度(du),實行生態(tai)(tai)環(huan)(huan)境(jing)(jing)損害責(ze)任終身追究制(zhi)。

  十一、堅持(chi)和完善黨對人民軍隊的(de)絕對領導制度(du),確保人民軍隊忠實履行新時代(dai)使命任務

  人(ren)(ren)民軍(jun)隊(dui)(dui)(dui)是(shi)中國特色(se)(se)社(she)會主義(yi)的(de)堅強柱石,黨對(dui)人(ren)(ren)民軍(jun)隊(dui)(dui)(dui)的(de)絕對(dui)領導是(shi)人(ren)(ren)民軍(jun)隊(dui)(dui)(dui)的(de)建(jian)(jian)軍(jun)之本、強軍(jun)之魂。必須牢固(gu)確立習近(jin)平強軍(jun)思想在(zai)(zai)國防和(he)軍(jun)隊(dui)(dui)(dui)建(jian)(jian)設中的(de)指(zhi)導地位,鞏固(gu)和(he)拓展(zhan)深化國防和(he)軍(jun)隊(dui)(dui)(dui)改(gai)革成果,構建(jian)(jian)中國特色(se)(se)社(she)會主義(yi)軍(jun)事政策制度體系,全(quan)面推進國防和(he)軍(jun)隊(dui)(dui)(dui)現代(dai)化,確保實現黨在(zai)(zai)新時(shi)代(dai)的(de)強軍(jun)目標,把人(ren)(ren)民軍(jun)隊(dui)(dui)(dui)全(quan)面建(jian)(jian)成世(shi)界一(yi)流軍(jun)隊(dui)(dui)(dui),永葆(bao)人(ren)(ren)民軍(jun)隊(dui)(dui)(dui)的(de)性質、宗旨、本色(se)(se)。

  (一)堅持人(ren)民(min)軍(jun)隊最高領(ling)導(dao)權(quan)和(he)指(zhi)揮權(quan)屬(shu)于黨(dang)(dang)中(zhong)(zhong)央。中(zhong)(zhong)央軍(jun)委(wei)(wei)(wei)實行主席(xi)負(fu)責(ze)制(zhi)是(shi)堅持黨(dang)(dang)對人(ren)民(min)軍(jun)隊絕對領(ling)導(dao)的(de)根本(ben)實現形式(shi)。堅持全(quan)國武(wu)裝力量由(you)軍(jun)委(wei)(wei)(wei)主席(xi)統(tong)一領(ling)導(dao)和(he)指(zhi)揮,完善貫徹軍(jun)委(wei)(wei)(wei)主席(xi)負(fu)責(ze)制(zhi)的(de)體(ti)制(zhi)機制(zhi),嚴(yan)格(ge)落實軍(jun)委(wei)(wei)(wei)主席(xi)負(fu)責(ze)制(zhi)各(ge)項制(zhi)度規定。嚴(yan)明(ming)政(zheng)治(zhi)紀律和(he)政(zheng)治(zhi)規矩,堅決維護黨(dang)(dang)中(zhong)(zhong)央、中(zhong)(zhong)央軍(jun)委(wei)(wei)(wei)權(quan)威,確保政(zheng)令(ling)軍(jun)令(ling)暢通(tong)。

  十二、堅持(chi)和(he)(he)完善“一國(guo)兩制”制度體系,推(tui)進祖國(guo)和(he)(he)平統一

  “一(yi)(yi)國(guo)兩(liang)制(zhi)”是(shi)黨領(ling)導人民實現(xian)祖國(guo)和(he)平統一(yi)(yi)的一(yi)(yi)項重要制(zhi)度,是(shi)中國(guo)特(te)色社會主義的一(yi)(yi)個(ge)偉大創(chuang)舉。必須堅持“一(yi)(yi)國(guo)”是(shi)實行(xing)“兩(liang)制(zhi)”的前提(ti)和(he)基礎,“兩(liang)制(zhi)”從(cong)屬和(he)派生于“一(yi)(yi)國(guo)”并統一(yi)(yi)于“一(yi)(yi)國(guo)”之(zhi)內。嚴格依(yi)照憲法和(he)基本法對香港特(te)別(bie)行(xing)政(zheng)區、澳門(men)特(te)別(bie)行(xing)政(zheng)區實行(xing)管(guan)治,堅定維護國(guo)家主權、安全、發展利益(yi),維護香港、澳門(men)長期(qi)繁榮穩(wen)定,絕不容(rong)忍(ren)任何挑戰“一(yi)(yi)國(guo)兩(liang)制(zhi)”底線(xian)的行(xing)為,絕不容(rong)忍(ren)任何分裂國(guo)家的行(xing)為。

  (三)堅定(ding)推(tui)進(jin)(jin)祖國(guo)(guo)和(he)(he)平統(tong)(tong)一(yi)進(jin)(jin)程。解決臺(tai)灣問(wen)題、實(shi)現(xian)祖國(guo)(guo)完(wan)全統(tong)(tong)一(yi),是(shi)全體中華兒(er)女共同(tong)愿望(wang),是(shi)中華民(min)族根(gen)本(ben)利益所在。推(tui)動(dong)兩岸(an)(an)就和(he)(he)平發展達成制度(du)(du)性安排。完(wan)善促進(jin)(jin)兩岸(an)(an)交流合作(zuo)、深化兩岸(an)(an)融合發展、保障臺(tai)灣同(tong)胞福祉的制度(du)(du)安排和(he)(he)政(zheng)策(ce)措施,團結廣大臺(tai)灣同(tong)胞共同(tong)反對“臺(tai)獨(du)”、促進(jin)(jin)統(tong)(tong)一(yi)。在確保國(guo)(guo)家主(zhu)權、安全、發展利益的前(qian)提下,和(he)(he)平統(tong)(tong)一(yi)后,臺(tai)灣同(tong)胞的社會制度(du)(du)和(he)(he)生活方(fang)式將得(de)(de)到(dao)充(chong)分尊重,臺(tai)灣同(tong)胞的私人財產、宗(zong)教信仰、合法權益將得(de)(de)到(dao)充(chong)分保障。

  十三、堅(jian)持(chi)和完善(shan)獨立自主的(de)和平外(wai)交政策,推動構建人類命運共同體

  推動(dong)黨(dang)和(he)國(guo)家(jia)事(shi)業(ye)發(fa)(fa)(fa)展(zhan)(zhan)(zhan)需要和(he)平(ping)(ping)國(guo)際(ji)環境和(he)良好外部條件。必須統籌國(guo)內國(guo)際(ji)兩個大局(ju),高舉和(he)平(ping)(ping)、發(fa)(fa)(fa)展(zhan)(zhan)(zhan)、合作、共(gong)贏旗幟,堅(jian)定不移維(wei)護(hu)國(guo)家(jia)主權、安全、發(fa)(fa)(fa)展(zhan)(zhan)(zhan)利益,堅(jian)定不移維(wei)護(hu)世界和(he)平(ping)(ping)、促進共(gong)同發(fa)(fa)(fa)展(zhan)(zhan)(zhan)。

  (一(yi))健全黨(dang)(dang)對外(wai)(wai)事工(gong)作領導體制(zhi)(zhi)機(ji)制(zhi)(zhi)。堅持外(wai)(wai)交(jiao)大(da)(da)權(quan)在(zai)黨(dang)(dang)中(zhong)央,加強中(zhong)國特色大(da)(da)國外(wai)(wai)交(jiao)理論建設,全面(mian)貫徹黨(dang)(dang)中(zhong)央外(wai)(wai)交(jiao)大(da)(da)政方(fang)針和戰略部署(shu)。深(shen)入推進涉(she)外(wai)(wai)體制(zhi)(zhi)機(ji)制(zhi)(zhi)建設,統籌協(xie)調黨(dang)(dang)、人大(da)(da)、政府(fu)、政協(xie)、軍(jun)隊、地(di)方(fang)、人民團體等的對外(wai)(wai)交(jiao)往(wang),加強黨(dang)(dang)總攬全局(ju)、協(xie)調各方(fang)的對外(wai)(wai)工(gong)作大(da)(da)協(xie)同格(ge)局(ju)。加強涉(she)外(wai)(wai)法治工(gong)作,建立涉(she)外(wai)(wai)工(gong)作法務制(zhi)(zhi)度,加強國際法研究和運用,提高涉(she)外(wai)(wai)工(gong)作法治化(hua)水平。

  (二)完善全(quan)方(fang)位(wei)外交布局(ju)。堅(jian)定不(bu)移(yi)走和平發(fa)(fa)展(zhan)道路(lu),堅(jian)持在和平共處(chu)五(wu)項原則基礎上全(quan)面發(fa)(fa)展(zhan)同各國(guo)的友好合(he)作,堅(jian)持國(guo)家不(bu)分大小、強(qiang)弱(ruo)、貧(pin)富(fu)一(yi)律平等(deng),推動建(jian)設(she)相互尊重、公平正義、合(he)作共贏的新(xin)型國(guo)際(ji)(ji)關系(xi),積極發(fa)(fa)展(zhan)全(quan)球(qiu)伙伴關系(xi),維(wei)護(hu)全(quan)球(qiu)戰略(lve)穩定,反(fan)對一(yi)切形式的霸(ba)權主(zhu)義和強(qiang)權政(zheng)治(zhi)。堅(jian)持通過(guo)對話協商、以(yi)和平手段(duan)解決(jue)國(guo)際(ji)(ji)爭端和熱點(dian)難點(dian)問題,反(fan)對動輒使(shi)用武力(li)或(huo)以(yi)武力(li)相威脅。堅(jian)持奉行防(fang)御性(xing)的國(guo)防(fang)政(zheng)策,永(yong)遠不(bu)稱霸(ba),永(yong)遠不(bu)搞擴張,永(yong)遠做維(wei)護(hu)世(shi)界(jie)和平的堅(jian)定力(li)量。

  (三)推(tui)(tui)進合作共贏(ying)(ying)的開放(fang)體(ti)系(xi)(xi)建設。堅(jian)持互利(li)共贏(ying)(ying)的開放(fang)戰(zhan)略,推(tui)(tui)動(dong)共建“一帶一路”高(gao)質量發(fa)展(zhan),維護完(wan)善(shan)多(duo)邊貿易(yi)體(ti)制(zhi),推(tui)(tui)動(dong)貿易(yi)和投(tou)資(zi)自由化(hua)便利(li)化(hua),推(tui)(tui)動(dong)構建面向(xiang)全(quan)(quan)球的高(gao)標準自由貿易(yi)區網絡(luo),支持廣大(da)發(fa)展(zhan)中國家提高(gao)自主(zhu)發(fa)展(zhan)能(neng)力,推(tui)(tui)動(dong)解決(jue)全(quan)(quan)球發(fa)展(zhan)失衡、數字鴻溝等(deng)問(wen)題,推(tui)(tui)動(dong)建設開放(fang)型世界(jie)經濟。健全(quan)(quan)對外開放(fang)安全(quan)(quan)保障(zhang)體(ti)系(xi)(xi)。構建海外利(li)益保護和風險(xian)預(yu)警防范體(ti)系(xi)(xi),完(wan)善(shan)領(ling)事保護工作機制(zhi),維護海外同胞安全(quan)(quan)和正當權益,保障(zhang)重大(da)項(xiang)目(mu)和人(ren)員(yuan)機構安全(quan)(quan)。

  (四)積極參與全球治理(li)體(ti)系改革和建(jian)(jian)設。高舉構建(jian)(jian)人(ren)類命運共(gong)同體(ti)旗(qi)幟,秉持共(gong)商共(gong)建(jian)(jian)共(gong)享的(de)全球治理(li)觀,倡(chang)導多邊(bian)主義和國(guo)際關系民主化,推動(dong)全球經濟治理(li)機制變革。推動(dong)在共(gong)同但有區別的(de)責任、公(gong)平、各自能(neng)力等(deng)原則基礎上開展應(ying)對氣候變化國(guo)際合作。維護聯合國(guo)在全球治理(li)中的(de)核心地位,支持上海(hai)合作組織(zhi)、金(jin)磚(zhuan)國(guo)家、二十國(guo)集(ji)團等(deng)平臺機制化建(jian)(jian)設,推動(dong)構建(jian)(jian)更加(jia)公(gong)正合理(li)的(de)國(guo)際治理(li)體(ti)系。

  十四、堅持和完(wan)善黨和國(guo)家監督體系,強化對權力運(yun)行的制(zhi)約(yue)和監督

  黨(dang)(dang)和(he)國家監督(du)體系(xi)是黨(dang)(dang)在長(chang)期執(zhi)政條件下實現自(zi)(zi)我(wo)凈化、自(zi)(zi)我(wo)完善、自(zi)(zi)我(wo)革新、自(zi)(zi)我(wo)提高的(de)重(zhong)要(yao)制度(du)保障。必須健全黨(dang)(dang)統一(yi)領導(dao)、全面覆(fu)蓋(gai)、權(quan)威高效的(de)監督(du)體系(xi),增(zeng)強監督(du)嚴肅性、協同性、有效性,形成(cheng)決策科學、執(zhi)行(xing)(xing)堅決、監督(du)有力(li)的(de)權(quan)力(li)運行(xing)(xing)機(ji)制,確保黨(dang)(dang)和(he)人民賦予的(de)權(quan)力(li)始終(zhong)用來為人民謀幸(xing)福。

  (二(er))完(wan)善權(quan)(quan)(quan)力配(pei)置和運行制(zhi)(zhi)(zhi)約機制(zhi)(zhi)(zhi)。堅持(chi)權(quan)(quan)(quan)責法定(ding)(ding),健(jian)全分事(shi)行權(quan)(quan)(quan)、分崗設權(quan)(quan)(quan)、分級授權(quan)(quan)(quan)、定(ding)(ding)期輪崗制(zhi)(zhi)(zhi)度,明(ming)晰權(quan)(quan)(quan)力邊界,規范工作流(liu)程,強化權(quan)(quan)(quan)力制(zhi)(zhi)(zhi)約。堅持(chi)權(quan)(quan)(quan)責透明(ming),推動用權(quan)(quan)(quan)公(gong)開,完(wan)善黨務、政務、司法和各(ge)領(ling)域(yu)辦事(shi)公(gong)開制(zhi)(zhi)(zhi)度,建立權(quan)(quan)(quan)力運行可查(cha)詢、可追溯的反饋(kui)機制(zhi)(zhi)(zhi)。堅持(chi)權(quan)(quan)(quan)責統一,盯(ding)緊權(quan)(quan)(quan)力運行各(ge)個環節,完(wan)善發現問題、糾正偏差(cha)、精準問責有效機制(zhi)(zhi)(zhi),壓減(jian)權(quan)(quan)(quan)力設租(zu)尋租(zu)空間。

  (三)構建一體(ti)推(tui)進(jin)不(bu)敢(gan)腐(fu)(fu)、不(bu)能腐(fu)(fu)、不(bu)想腐(fu)(fu)體(ti)制(zhi)機制(zhi)。堅定不(bu)移推(tui)進(jin)反腐(fu)(fu)敗(bai)(bai)斗(dou)爭,堅決(jue)查(cha)處政(zheng)治(zhi)問(wen)題和(he)(he)經濟問(wen)題交(jiao)織(zhi)的(de)腐(fu)(fu)敗(bai)(bai)案件(jian),堅決(jue)斬(zhan)斷“圍獵”和(he)(he)甘于被(bei)“圍獵”的(de)利(li)益鏈,堅決(jue)破除權錢交(jiao)易(yi)的(de)關系(xi)網。深化標(biao)本兼(jian)治(zhi),推(tui)動審(shen)批監管、執法司法、工(gong)程(cheng)建設、資(zi)源(yuan)開發(fa)、金融信貸(dai)、公共資(zi)源(yuan)交(jiao)易(yi)、公共財(cai)政(zheng)支出等重點(dian)領域監督機制(zhi)改革(ge)和(he)(he)制(zhi)度建設,推(tui)進(jin)反腐(fu)(fu)敗(bai)(bai)國(guo)家(jia)立法,促進(jin)反腐(fu)(fu)敗(bai)(bai)國(guo)際合作(zuo),加強思想道德和(he)(he)黨紀國(guo)法教育(yu),鞏固和(he)(he)發(fa)展反腐(fu)(fu)敗(bai)(bai)斗(dou)爭壓倒性勝利(li)。

  十五(wu)、加強黨對堅(jian)持(chi)和(he)完(wan)善中(zhong)國特色(se)社會主義制度、推進國家治理體系和(he)治理能力現代(dai)化的領導(dao)

  堅持和完善中(zhong)(zhong)國特色社會(hui)主義制度、推(tui)(tui)進國家治(zhi)理體系和治(zhi)理能力(li)現代化,是全黨(dang)的一項重大戰略(lve)任務(wu)。必須在黨(dang)中(zhong)(zhong)央統(tong)一領導下進行,科(ke)學(xue)謀劃、精(jing)心組織,遠近結(jie)合、整體推(tui)(tui)進,確保(bao)本次全會(hui)所(suo)確定的各項目標任務(wu)全面落實到位。

  制(zhi)度(du)(du)的(de)(de)生(sheng)命(ming)力在于(yu)執(zhi)行(xing)(xing)。各(ge)級(ji)(ji)黨委和政府(fu)以(yi)及各(ge)級(ji)(ji)領導干部要切實(shi)強(qiang)(qiang)化制(zhi)度(du)(du)意識(shi),帶(dai)(dai)頭(tou)維護制(zhi)度(du)(du)權威,做制(zhi)度(du)(du)執(zhi)行(xing)(xing)的(de)(de)表(biao)率,帶(dai)(dai)動全黨全社會自覺(jue)尊崇制(zhi)度(du)(du)、嚴格(ge)執(zhi)行(xing)(xing)制(zhi)度(du)(du)、堅決維護制(zhi)度(du)(du)。健全權威高效的(de)(de)制(zhi)度(du)(du)執(zhi)行(xing)(xing)機制(zhi),加(jia)強(qiang)(qiang)對制(zhi)度(du)(du)執(zhi)行(xing)(xing)的(de)(de)監督,堅決杜絕做選擇、搞變通(tong)、打(da)折扣的(de)(de)現(xian)象。

  加強制度(du)(du)理(li)(li)論(lun)研究和(he)宣傳教育,引導全黨(dang)全社(she)會充分認識中(zhong)國(guo)特色(se)社(she)會主義制度(du)(du)的(de)(de)(de)本質特征和(he)優越(yue)性(xing),堅定制度(du)(du)自信(xin)。教育引導廣大干部群眾(zhong)認識到,中(zhong)國(guo)特色(se)社(she)會主義制度(du)(du)和(he)國(guo)家(jia)(jia)治理(li)(li)體系經過長期實(shi)踐檢驗,來之不易(yi),必(bi)須(xu)(xu)倍加珍惜;完善和(he)發展我(wo)國(guo)國(guo)家(jia)(jia)制度(du)(du)和(he)治理(li)(li)體系,必(bi)須(xu)(xu)堅持從國(guo)情出發、從實(shi)際(ji)出發,既(ji)把握(wo)長期形成(cheng)(cheng)的(de)(de)(de)歷史傳承(cheng),又把握(wo)黨(dang)和(he)人民在我(wo)國(guo)國(guo)家(jia)(jia)制度(du)(du)建(jian)設和(he)國(guo)家(jia)(jia)治理(li)(li)方面走(zou)(zou)過的(de)(de)(de)道路(lu)、積(ji)累的(de)(de)(de)經驗、形成(cheng)(cheng)的(de)(de)(de)原則,不能照抄照搬他國(guo)制度(du)(du)模式,既(ji)不走(zou)(zou)封閉僵化(hua)的(de)(de)(de)老路(lu),也不走(zou)(zou)改旗易(yi)幟(zhi)的(de)(de)(de)邪路(lu),堅定不移走(zou)(zou)中(zhong)國(guo)特色(se)社(she)會主義道路(lu)。

  把(ba)提高治(zhi)理(li)能(neng)力(li)作為新(xin)時(shi)代(dai)干部(bu)隊伍建設的重(zhong)大任務(wu)。通過加強(qiang)思想(xiang)淬煉(lian)、政治(zhi)歷練、實(shi)踐鍛煉(lian)、專業訓練,推(tui)動廣大干部(bu)嚴格按照制(zhi)(zhi)度(du)履行職責、行使(shi)權(quan)力(li)、開(kai)展工作,提高推(tui)進“五(wu)位一體”總(zong)體布局和(he)(he)(he)“四個全面”戰略布局等各(ge)(ge)項工作能(neng)力(li)和(he)(he)(he)水(shui)平。堅(jian)持黨管干部(bu)原則,落實(shi)好干部(bu)標(biao)準(zhun),樹立正確(que)用(yong)人(ren)導向,把(ba)制(zhi)(zhi)度(du)執行力(li)和(he)(he)(he)治(zhi)理(li)能(neng)力(li)作為干部(bu)選拔任用(yong)、考核評(ping)價的重(zhong)要依據。尊(zun)重(zhong)知(zhi)識、尊(zun)重(zhong)人(ren)才,加快人(ren)才制(zhi)(zhi)度(du)和(he)(he)(he)政策(ce)創新(xin),支持各(ge)(ge)類人(ren)才為推(tui)進國家治(zhi)理(li)體系和(he)(he)(he)治(zhi)理(li)能(neng)力(li)現代(dai)化貢(gong)獻智慧(hui)和(he)(he)(he)力(li)量。
